TL;DR: Starting July 1, 2026, Vietnam requires all inbound, outbound, and transit passengers to complete a mandatory health declaration under Decree No. 165/2026/ND-CP. While the decree allows for electronic filing, no single official online portal has been launched yet. Travelers should be prepared to fill out a paper form at the border or follow airline-specific instructions. Most importantly, the health declaration is entirely free—do not pay any third-party websites.

What is Decree No. 165/2026/ND-CP?
Decree No. 165/2026/ND-CP is a new public health mandate issued by the Vietnamese government to enhance disease surveillance at all entry ports (airports, land borders, and seaports).
Under this regulation, every traveler entering, leaving, or transiting through Vietnam must complete a health declaration. The form requires travelers to list their basic personal information, travel history, and current health status (such as fever, cough, or other symptoms).
The Current Status of the Electronic Portal
As of late June 2026, the Vietnamese Ministry of Health has not publicized a dedicated online portal for the new health declaration.
Instead, the decree states that the method of declaration will adjust based on the current health situation. This means:
- Paper Form 01 (Appendix V): If no online portal is accessible when you travel, you will need to complete a physical paper form. These are distributed at the border gates, at check-in counters, or on the airplane.
- Airline Instructions: Check with your airline before boarding. Some airlines may provide temporary electronic links or distribute paper forms in flight.
Always carry a black or blue pen in your carry-on luggage. Having your own pen allows you to fill out the physical paper forms immediately upon landing, helping you skip the long queues at the quarantine counters.
Critical Warning: Health Declarations are Free!
Whenever a government introduces a new travel requirement, scammers quickly set up fake official-looking websites to target confused travelers.
Many travelers have already reported landing on websites with addresses like vietnam-healthdeclaration.org or similar unofficial URLs. These platforms offer to "process" your health declaration for a fee ranging from USD 10 to USD 50.
Remember:
- The official health declaration required by the Vietnamese Ministry of Health is 100% free.
- There are no fast-track fees, processing charges, or government service fees associated with this form.
- If any website asks for your credit card details to submit a health declaration, exit immediately.
To secure your travel details and prevent spelling errors on other official forms like the eVisa, you can use the eVisaFlow Chrome Extension to automatically read and match your passport details.
